Use of formal titles is not uncommon in German companies. Not only in writing, but also whilst addressing someone you’re speaking with. After you establish a working relationship it gets less formal.
It’s a bit sparse. I don’t think they’ve been given the money to plant much. The whole place looks like the cash is going on essential maintenance only.

It’s owned by the council but they can’t afford to run it. The locals don’t want it in private ownership and are, I think, trying to get since kind of deal together. TBH, it needs taking over by the National Trust or some such.
