Worse hospital financial health was associated with decreased likelihood of providing perinatal services.

All excellent ideas! Journals have started to use iThenticate but it's not enough. We need something to help separate the wheat from the chaff. We also need people to respond to requests for review, and for reviewers to understand what they are accepting.
