The reason it was conducted was because there were no studies before on the effectiveness of them. Just something we have done. But I understand it!

I had to dig into this and a science study five years ago determined there was no meaningful difference wiping the location with alcohol or not. People were more likely to complain of needle pain with the wipes! Dutch efficiency/goedkoopheid obviously said why are we paying for wipes then.
