Most likely the official site's help centre and you can report the issues there. they will then email you a procedure on tracking the account with when it was last used, what email was attached to it recently, etc etc. It took me a while but I managed to get a feedback.

im really, so so sorry this happened ;^; that's what I'm really worried about in the account, the hacker is using it to get to my connections to harm others as well... I don't know how else to prevent it bc twitter's system is so sh!t. I just want the account deactivated.
Simply because they have my account and connections. What would those people think? I'm not a snob.
