I get why; the presidential veto power is unqualified & the jurisprudence is very firmly against Congress being able to vote away the president's authority to act according to his constitutional duties as commander in chief. But it's bad law at minimum.

It wasn't supposed to be subject to veto when it passed, but the Supreme Court shot that down. Would be good for us to amend the Constitution to make clear that Congress has the right to declare Peace in undeclared conflicts just as it may declare War.
