When people say "if you have nothing to hide you have nothing to fear." the correct response is:

"I need privacy, not because my actions are questionable, but because your judgement and intentions are."

This is the same reason 999 works in the states and 911 works in Europe. It's not dialing, it's making a modem command to request emergency services. (On cell phones anyway)

Let's say you have Verizon service and your phone says you have no signal. T-Mobile or AT&T may hear the request for 911 and connect your call anyway!

When you call 911 you are actually causing a modem command, not actually making a normal 911 call. Any tower can answer this :)

Your inactive or out-of-service phone, so long as it supports 4g and VoLTE, can call 911.
Just because you don't have signal with your carrier, doesn't mean another carrier won't hear your 911 request and connect the call. Just because you don't pay for service, doesn't mean you can't call 911.

Extra props for the great documentation posted for using it and especially the 911 info. It's surprising how many people don't know that 99% of properly configured phones can just call 911 regardless of payment or any other dial paths.
