get hwinfo it checks your specs and fan control in more detail, use it when stress testing

looks normal for the most part... when you say fluctuating, was it during graphically intensive moments? i.e. lots of particle effects, abilities going on, etc.?

that's normal background numbers, try running a game, anyone you have that's particularly intensive, like load into a level, run around etc. if the fans go nuts, it's your gpu, if nothing happens, it's something else

antimalware service executable does that normally as windows security does scans in the background, it goes down on its own and back to normal, how much does your VPN use?

otherwise you'll need to do some stress testing, check the temperatures while you're doing them and check the power usage

your specs look fine already, was anything running either directly or in the background when the fans were going off? keep task manager open to check next time it goes crazy or when it's about to

Likely not Steam-- what are your specs? Does this happen on idle? What happens when you run other intensive programs i.e. games? Already I'm suspecting a power or GPU issue
