Stop allowing utilities to increase rates to cover their lost profits when customers save energy. The main reason that customers add insulation and install energy efficient appliances is to reduce their monthly bills. Now they're telling us this is driving up the rates?

If these rate hikes (which are state approved) are really a result of funding Mass Save, then that's a fundamental flaw in the program.
