Honestly Cresselia fell off in VGC bigtime since now it has pressure from Incineroar, Urshifu, and the Treasures of Ruin. I think it would've been fine without the nerf.

Also the fact that it got NERFED in Gen 9 certainly doesn't help 💀

I'm gonna say Cresselia's a strong candidate. Sure, it got a decent new signature move. But compared to its peer Darkrai, it just has nothing to note. No signature ability, no Mega, and a typing well past its prime.
