and in that statement, I am using "drivers license" as a proxy for "understanding road laws and modeling safe/predictable vehicle operation"
I don't disagree, but "enforcing behavior" right now is something that local PD's and parks districts clearly are not funded or prepared to do. And they won't be, until the general public is fed up with 💩 behavior, the vast majority of it coming from people too young to have drivers licenses
Otherwise, this is the kind of regulation we get, i.e. "all of it"
There needs to be a better/more obvious & enforceable way to reclassify e-bikes. "Things with throttles that are obviously not meant to be pedaled, despite having decorative cranksets bolted to them" are what need regulation... not what (most of us cycling enthusiasts know as) class I and II ebikes
