2️⃣ Reading through proposals, even those that stalled quickly, reveals the kinds of changes policymakers were/are considering. It’s a great way to identify additional analyses and descriptives that can inform policy discussions in ways policymakers are already considering.

1️⃣ Each bill lists its sponsors/cosponsors and organizations that are registered to lobby for it. That makes it a quick way to identify stakeholders who might be interested in your research.

Just sharing a resource I’ve known about but only recently started using.

If you’re studying a federal policy, the Library of Congress has records of all proposed bills to amend it, whether or not they ever passed. Tons of ways this can be useful, but two I’ve found especially helpful:
