Biden's Title IX rule is effectively done. It's been implemented hodgepodge across the states (and even within states) but now it's been vacated across the country. Institutions are to go back to the 2020 Trump-era rules.

White and Latino groups also saw decreases (5% and 7.9%, respectively) as well.

Much of the reason is attributed to the failed FAFSA rollout.

Research by NSC Research Center showed that enrollment of freshmen declined by 5%, wiping gains from last year. Most disconcertingly, high-Pell private institutions saw a 10% drop and Black and Asian students saw 16.9% and 10.3% drop, respectively. Check out the report at the link below.

Legislation is often written broadly or ambiguously on purpose, as it can't capture every instance or situation. Regulations fleshes out the statute, written by technical experts. Loper Bright entirely shifts this toward judges and threatens to upend thousands of previous court decisions.

As a student of public administration, I see this as a dramatic shift in power and dynamics and entirely upends the ability of public agencies to write regulations. Have agencies gone too far in some (many?) instances? Sure. But this takes a hammer to a problem that requires a more nuanced approach.
