This is the time of year when I particularly dread wrestling contracts, and vague weekend plans of not on TV wrestlers.

So muni cops get sent. Since they now have that response on record, it increases their usage, which is used as leverage for MORE budget!

The cops get funding because while they suck, they are fucking excellent at messaging. Any time anything that is not actual physical infrastructure goes wrong, the cops say "See more cops would stop this".

Dirty person asking for money? Get a cop.
