The final reason: a lot of the recipes I use are free online recipes. If someone is providing me a service, I'm not going to begrudge them a little anecdote. Most recipe websites have a "print version" that's just the recipe without the anecdote, so if I really don't want to read it I can use that.
Thirdly: the anecdotes convey emotional information about the person who developed them. It's a little corny but it makes me feel connected through food to another person, and I think that's something important that food can do.
Especially for online recipes, this gives me information that the recipe *was* tested and a little bit about how, so I know there's intention there that the recipe will probably be legit, and not just some random person farming ad revenue.
A good anecdote will say something like "I wanted to make gooey chocolate chip cookies like my grandma. I tried x amount of flour, but they turned out cakey so I made y adjustment. They're only gooey right out of the oven, so I keep dough in the freezer to make these on demand."
This helps me know what ingredients to prioritize, what the finished product *should* taste like, what techniques are important, that kind of thing.
Second, a good anecdote will tell you *how* the recipe was developed. So let's say the recipe is for gooey chocolate chip cookies.
Ooh, okay, there are a few reasons!
First, a good anecdote will tell you why the recipe was developed. They might say their recipe is a take on someone else's recipe, and explain why they made their own version. Or shout out a specific ingredient being in season, or a specific dietary value.
(Also, this made me check my library and they have The Korean Vegan so I just put a hold on it, yay! I'm excited to read it now.)

My counterpoint: if the writing is bad that *can* be an indication that the recipe is bad (esp for online recipes). Also, if the writing is bad but conveys how the recipe was developed, that's still helpful for my purposes.

I'm actually pretty annoying in a lot of ways (I think it is a key part of my personality) so other people may think there are other ways I'm more annoying. But the recipe thing is probably my least popular opinion and also the hill I will most die upon.
The thing I'm most annoying about (and have gotten into real actual arguments with people about) is that the "personal anecdote" before a recipe is good and people should stop complaining about it.
