yeah that's usually what it is if a kid can't sound out words. They were literally never taught how. Oftentimes they'll guess what a word is by trying other words that start with the same letter - "activate" or "application" instead of "agitate". They were taught to do so instead of phonics π
I think you need to spend some time as an adult literacy tutor and gather some real data.
Illiteracy does not equal stupidity. A slight majority of Americans struggle with literacy, that doesn't mean they're stupid.
That is almost certainly a result of the "whole language" or "balanced literacy" methods that a couple generations of kids were taught instead of phonics. It has recently been discredited, but kids who were taught it in the past have not gotten remedial instruction. They need help.
