To be clear on what they're proposing: human beings using water for drinking, washing, and growing crops will be rationed.

The AI datacenters will have all the water they can contaminate.

Specifically, comparing her powers over the comics medium (like, all her fourth-wall-breaking shenanigans) to Wanda’s control over reality. Both women can more or less shape events to their will, but in vastly different methods and at a much different scale. Thank you for the interesting question!
