Episode 11 was the standout episode for me but if you're not into showa-era Toku like that then don't force it lol. Idk how familiar you are with the genre? But if showa era isn't your thing Heisei era shows are usually a safer bet.

It's a showa era show so you do kinda have to give it some leeway for it's age lol. But yeah the cast does get fleshed out as it progresses. Tbh I think it's the strongest of the old original toku shows in that regard.
