FIPS did have a lofty goal. But rather than a minimum bar (“you must be at least this good”), it’s become a maximum bar (“I already have FIPS, why would I do anything more?”). This is the cautionary tale for all subsequent certification schemes that struggle to avoid this disastrous end state.
