I'd differentiate between writing lore (coming up with names, locations, facts etc.) and worldbuilding (making the fictional world seem alive and exist beyond the plot).

A lot of people see them as the same, but lore is just a small and probably least interesting part of worldbuilding.

I found that designing compact (think 1 page) ttRPGs is a great exercise in building narrative systems.
