The Imperial Remnant — power-hungry leftovers from the Empire — are up to no good in the Outer Rim. Moff Gideon is gone, but the nefarious Shadow Council, including Jonny Coyne’s mysterious warlord (“You’ll like his character name when you hear it,” teases Favreau), is co-ordinating.

In the New Republic’s Adelphi Base, Sigourney Weaver’s no-nonsense Colonel Ward hands our heroes a mission. “It’s a big decision for her to rely on [the Mandalorian],” says Weaver. “It’s a very hard commission, this first one. Very tricky. That’s why I wanted him.”

Granted its unknown (Though assumed) the Shadow Council is unaware Palpatine is already on Exegol at the time of the Mandoverse doing his own thing.

Thus after the eventually Filoni Heir to the Empire Story, the Hux Faction of the Shadow Council will be the last one standing and become The First Order. While Palpatine on Exegol would build his own private secret army on Exegol with his Sith Eternal Fleet and Troops.

However the faction led by Brendol Hux and Rae Sloane would survive and would soon rendezvous in the Unknown Regions with a mysterious figure named Snoke who (Manipulated by Palpatine) was sent to help build up their own forces in the Unknown Regions which would be become The First Order.

Eventually it would seem that Thrawn would return fail to reunite the Empire and the Shadow Council would not longer be around.

It was also during this time that Palpatine had for the past 5 years had been biding his time on Exegol building up his forces with The Final Order Fleet and his loyal Sith Eternal Cult.

Meanwhile Commandant Hux would work on Project Necromancer a secret project by the Emperor involving clones and M-Count replication.

During this time the Shadow Council Warlords plan was to get Grand Admiral Thrawn back from another Galaxy and into the known galaxy in order to reunite the various factions under a singular leader.

Around 9ABY these various Warlords began to reunite under the umbrella of the Shadow Council. Each Warlord would send a representative of there faction as they began to plot there eventually return to power. Among these were Moff Gideon, Captain Pellaeon and Brendol Hux father of Armitage Hux

In the known Galaxy several smaller Imperial Warlords remained and tried to carve up territories in the outer rim far from the eyes of the New Republic.

After the battle of Jakku, a faction of Imperial Loyalists escaped into the Unknown Regions, led by Grand Admiral Rae Sloane they, along with others such as Brendol Hux, took the Super Star Destroyer Eclipse and headed off to begin anew.
