This is correct. The City of Toronto Act is a provincial statute and the province can change it at their whim. This and the reduction in the number of city councillors during the last election really make the case that Toronto deserves to be a Charter city.
If that's your plan then don't go.
If you're in Ontario I urge you to contact your local MPP and oppose Bill 212.
These issues are 100% municipal responsibilities, and the province is damaging Canadian democracy by forcing this issue on us.
Since municipalities in Canada do not have any constitutionally protected separation of powers, however, Doug Ford is able to force his will in place of the municipal government that we elected.
Toronto had an election in 2023. Olivia Chow is the mayor of Toronto, and not Doug Ford. Bike lanes and traffic were central issues in the election, with Olivia (pro-bike lane - won with 37.16%) winning over other candidates such as Mark Saunders (anti-bike lane, lost with 8.59%).
And just to reiterate, every trip that I take by bike is a trip where I am not driving (one less car that you are stuck in traffic behind).
