Transitions need big, sustained funding, currently lacking in many regions.
Solution: Innovative public-private finance, better targeting, & fairness in cost-sharing.
6/ Challenge #4: Ineffective place-based policies
Too many “revitalization” programs have failed to create lasting opportunities.
Solution: Invest in infrastructure, diversification, and local capacity-building.
5/ Challenge #3: Include informal workers
Over 60% of workers globally are informal, many risk being excluded from transition plans.
Solution: Extend protections, benefits, and voice to informal labor.
4/ Challenge #2: Context matters
Policies designed in high-income countries don’t always work in low- & middle-income contexts.
Solution: Tailor labor policies to local realities, economies, & labor markets.
3/ Challenge #1: Job & skills mismatch
Green jobs often don’t align (in skills, location, or timing) with fossil fuel jobs being lost.
Solution: Targeted retraining, mobility support, and long-term planning.
2/ The shift to a low-emissions economy offers huge opportunities—but without proactive policies, it risks job losses, exclusion, and inequality.
