It's neoliberalism in the sense that state systems are characterized as both wildly inefficient and extremely oppressive. But it's against the Friedman-style neoliberalism that emphasized the unfettered flow of capital across borders. I guess it's not neoliberalism but neo-neoliberalism.

I cannot stress enough that members of the Jewish community who celebrate this - and yes I have seen people in my own community celebrating the GOP assault on universities and the broader state persecution of activists in solidarity with Palestinians - are setting all of us up for persecution.
