It depends on the policyโs intent. Most support protecting the second buyer from gouging. But if the first buyer is selling because they canโt attend, should they be able to recover all of their costs? In which case 10% likely not enough as costs of a responsible resale platform likely 15 -20%.

I think the biggest weakness in the decentralisation of public services (whether schools or the health service) is that the governance arrangements are not required to be sufficiently strong.

This is really interesting research. TBH I'm surprised that *as many* as 3.8% of MATs have elected parents on the Trust Board. But I'm more surprised at the low level of compliance with LGB representation that the data suggest.
