There are a solid number of studies showing that tourism impoverishes the local population. Cities can absorb it a bit better solely due to numbers, but it's a dead end economically.

Tourists have been around for decades, but tourism has changed. In Barcelona, the rental market is extremely tight due to Airbnb et al. But it's really this group with massive earnings, paying no taxes that tipped the scales and this article shows how awful they are.

All of the improvements have been due to EU investment. You see it in Madeira as well as many parts of Spain. These non-taxpaying residents are just enjoying the windfalls of this investment while at the same time making space expensive and being intentionally oblivious.
