When they tried that back in the 1950s-60s (Arizona v. California), it did not go well. The Supreme Court's clarification ignored hydrologic reality in a way that left us covering our eyes and draining the reservoirs. "But the court said we could!" (4/n)

Those rules were written, as Eric likes to say, "for a river that no longer exists." The litigation path hands the task of clarifying (rewriting?) those rules to the courts. (3/n)
