A HH that includes 4 qualified people gets > than a HH of 4 w only 2 qualified.

I work for a county HHSA. You have to show proof of citizenship. Undocumented immigrants do not qualify for food stamps. Their U.S. born citizen children qualify, but they are CITIZENS. The undocumented parents are unaided. That's the law & we're required to follow it.
