I understand the concern, but that's why I'm saying the long-term solution has to include advocating for a different system without these requirements. Using AI to comply with current requirements w/o advocating for change only greases the wheels of an unsustainable machine.

You can say the immediate solution is to write an essentially content-less letter with an LLM, but I think you need to pair that with active advocacy to stop the excessive letter requests, otherwise you're part of the problem.
