I would think that you would also need info on optics (mainly focal length and sensor size) used to make sure you can do proper interpretation because these things also play a role. But then no real expert.

Bright light and arcing sound suggests to me serious problems with circuit protection systems, if they even have that installed. This is much more than just a transformer going up but all the connected systems down the line going up too...

You don't need sophisticated systems to block GNSS as received signal is very weak and therefore easily jammed (50$ worth of components will be enough for small range device). Spoofing requires much more sophistication but then remember Iran has kept F-14's flying after 79 so they do have some skill
If this picture is referring to the Greenland picture, I'm really curious how the submarine can poke out through the ice ... covering an island! (yes, I know, the Greenland icesheet does stretch into the sea in the fjords but it is incredibly thick)
