Can someone explain to me how it was that the Justice Department did close to nothing the incoming Biden administration wanted done until the new AG was sworn in, but the incoming Trump administration had the DOJ threatening legal action against officials on day 2 of his term on his behalf?

I knew a crow to hold a grudge for about an hour that he spent endlessly harassing my hawk while we were out for a walk. Then, he decided to perch in a tree and not pay close attention to his surroundings. That was his last grudge. I've never heard quite that vocalization out of a crow since then.
