The officers are likely covered by immunity. The senator? Not necessarily.

I've told this story before, but many years ago, the late Walter Jones, a Republican congressman, voted for the Iraq War. He came to regret his vote for the carnage it caused. He proceeded to write a condolence letter to the families of every servicemember killed in action.
