You live in Milwaukee's South Side. To get an ID you need to take the day off of work and take 2 buses to get to a suburban DMV. When you get there you provide your birth certificate (do you have one?). The BC says you are Charles William Smith. You have gone by "Willie" for 30 years.

In Wisconsin pre-2010, you didn't need an ID to vote. You did need to prove residence. A utility bill would do that. You could also have a registered voter vouch for you.
Voter fraud was almost nonexistant.

Until 2010, Wisconsin did not require ID to vote. A study of tens of millions of votes cast found fewer than 2 dozen fraudulent votes.
Not one of those would have been stopped by Voter ID.
