Pas nécessairement. Vous utilisez une définition minimaliste, alors qu’il en existe des maximalistes. Autrement, le point est plutôt que l’imaginaire collectif considère qu’une arme est une protection absolue; ce n’est pas le cas. Elle protège un régime, mais pas automatiquement tout son peuple.
Le partage nucléaire n’est pas la même chose qu’une prolifération, et n’entraîne pas les mêmes réactions. Je pense que vous surestimez les changements normatifs actuels, « jumping the gun » un peu. Mais oui, je ne l’ai pas traité, limite de 600 mots!
Certes, mais c’était à une époque où nous avions les installations requises, chose que nous n’avons pas maintenu. Une expertise n’est actuelle que si elle est entretenue—autrement, adapter l’expertise civile que nous avons demandera du temps. Capacités des années 50 =/= capacités d’aujourd’hui.

They're all band-aids conjured up by consultants and political strategists who can't fathom the possibility that, in the end, they don't really matter all that much.
The LPC are the closest thing we have to an American political party (a cultural institution with extensive patronage networks), but it isn't remotely close to holding the same power. At the end of the day, it remains a vessel for its current leader, and not much more.
When your party suffers in big part because after a decade in power almost no-one can tell what you truly stand for, I'm not sure moving to the centre (status quo) is the deft electoral move Chretien thinks it is.
