Because the functionality in universe of Fallout is basically the same between Sunset Sasparilla and Nuka-Cola, and then only stat differences and visuals for Power Armor. It does make sense to reprint them as the same cards. Also, the Power Armor is what Maximus wears and is searchable by Maximus.
