I don't imagine he thinks there's a better pathway at Chelsea but if he thinks he's got a better chance of a good loan (and I'm sure more money helps) then in my opinion I can see why those things combined with his sense there's no pathway at Palace might lead him to move

More chance of a better loan at Chelsea when you look at where Palace have sent players out in the past. If you have a pathway issue anyway why not go somewhere that you get paid more & better chance of a loan, even if you face the same pathway block. In my view that may be something he considered
