Similar issue here - because a lot of our more rural friends cannot receive courier deliveries we accept them at our shop building. 
It's a LOT of people.
And there's a list of smart things they could do that would include services they can sell but then they end up competing with private industry (and doing it better for cheaper, woe) and that can't happen.

And keys don't really just stop working so that's fine. They do however change their names and parts numbers like crazy.

The locksmith we bought out didn't use a computer or keep a real inventory. The keys are... minimally... organized and a lot of them are older. This occasionally results in hilarity like this:
