For children first being introduced to math, 1+1=2 might be interpreted as "a number plus itself equals the next number" aka x+x=x+1, or 10+10=11.

Similarly 1+2=3 might be interpreted as "a number plus the next number equals the NEXT number" aka x+(x+1)=x+2 or 10+11=12.

Hopefully that makes sense.

My guess is that it's the smallest combination of numbers (which makes it the easiest to calculate in one's head, and also to show a visual aid for) that does a good job illustrating how addition (the easiest type of math) works, making it the easiest math problem, and thus a good baseline.
