My point is institutions need to be funded appropriately. But the institutions themselves have obligations and responsibilities when it comes to national security. I need the money is not a defense for relaxed governance.

But the point still remains. China is and will probably always be the enemy of the state. If the government isn't funding these institutions appropriately, of course there's going to be an attempt to get funding elsewhere. But working with countries like China is still unacceptable at any cost.

I will never agree that financial deprivation could cause someone to look to the enemy for funding. Doing so is treason. It’s called aiding the enemy. It’s greed, not deprivation. Financial institutions are greedy. Example, exploitation of student athletes to fund the institutions. NIA anyone.
