I have no experience working with Harman Phoenix II.
This looks like a hue caused by the unconventional film base color. Purple-ish blue instead of brown / orange. Some scanners need to be "profiled" first.

Besides, this is grain ..

Maybe the lab just wants to absolve itself of any liability. Who knows.
