“Dual-use” doesn’t just apply to defence.
jenditchburn.bsky.social & rsamson.bsky.social argue the new minority govt should adopt a dual-use lens for all major policies: supporting national priorities and responding to the needs of rural and Western communities.

🇨🇦 Prolonged tariffs could trigger lasting economic shifts. Canada needs a long-term approach—starting with meaningful EI reform. It’s time to act.

New @irpp.org commentary out today from me and Ricardo Chejfec looking at ways to reduce U.S. economic leverage over Canada while supporting the communities most affected by tariffs. irpp.org/research-stu...
But there is room for compromise.

The @irpp.org hosted a series of workshops, and published several reports, looking at EI reform between 2021 and 2023.
It isn't easy to increase the number of people that are eligible for EI and the income received on EI, while trying to keep premiums low for workers and businesses.
Employment Insurance reform could help Canadian workers that face job loss if the U.S. imposes tariffs. EI also acts as an economic stabilizer, helping people who are unemployed continue to purchase goods and services from local businesses.

And Ingersoll, Ontario, one of the first auto manufacturing communities to make the shift to electric vehicles. On first glance, some might wonder what the challenge is in Ingersoll with such a major investment. But the transition was not easy for many in the community. irpp.org/research-stu...
These include communities such as Estevan, Saskatchewan, a city of around 11,000 people that has coal plants, a coal mine and oil and gas production. Estevan is blessed with strong community leaders, but they need more support. See more in our profile of Estevan: irpp.org/research-stu...
But 10% of the population does live in susceptible communities, which tend to have smaller populations, more rural or remote locations, and less economic diversity.
The good news is that 90% of Canadians live in communities that are not particularly susceptible to workforce disruption (job change, new skills requirements, change in income, major inflows or outflows of workers, worker shortages or unemployment).
New research out today from the @irpp.org looking at how governments can better support workers and communities through the global energy transition.
