6️⃣ The timeline to negotiate a final #PABS Annex by #WHA79 in May 2026 is tight: It is essential that Member States get to work on the stickiest issues to drive progress. The next negotiation session #IGWG4 will be Dec. 1-5.

5️⃣ Relevant stakeholders’ participation is TBC until the #IGWG3 opening session or may be delayed further. If postponed, engagement will be limited to daily briefings, with a possible additional session at the end of negotiations.

4️⃣ #IGWG co-chairs noted that additional expert engagement will be needed in key areas including traceability, intellectual property rights, databases, user identification, and accountability mechanisms to ensure they are effective and implementable.

3️⃣ Contract terms and contribution modalities would be defined later by the COP. An advisory group would support implementation, while the COP would review the system every five years or following major health emergencies.

2️⃣ The draft #PABS Annex is built on 1) scope and use of terms, 2) implementation, and 3) governance and introduces legally-binding contracts for manufacturers, coordinated lab networks’ involvement, sequence databases, and more.

1️⃣ #IGWG3 will be the first text-based negotiation round of the #PABS Annex. The Bureau shared a draft on Oct. 24 and noted that it contains only the essential elements, leaving it up to negotiators to clarify and refine priorities.
