1. A financial institution by legal definition (18 U.S. Code § 20) does not include them, as they are NOT depository institutions

2. They are considered private payment networks and processors

3. They are primarily regulated by the FTC and CFPB

4. Banks are regulated by FDIC, OCC, etc.

I'm seeing some stuff regarding celebrating the executive order signed for the Fair Banking Act recently and I do NOT think this will apply to Visa, Mastercard, Stripe, or PayPal based on my experience working 6.5 years for a global payment processor, and overseeing the North American support teams
