Because I wasn't the "cool cop" and said, "actually stop doing the drugs stuff and instead create a eurosynt night club in the local church, I was soft locked and couldn't progress the centrist ideology quest line, because it requires the night club to exist.

Side quests I intentionally left unfinished, affected side quests I wanted to go down. Or some decisions would just soft lock me from follow on quests.
