Incidentally, quartile ranking seems to be a really hard-to-erradicate measure. Even in the NL, many institutes want to know their Q1 percentages. We managed to shift one from Q1 journals to top quartile of citations, which is a slight improvement, but still ignores so many other factors!

It would be consistent with your suggestion that national evaluation based on more than publication counts is related. The Netherlands has been pushing aggressively for alternatives to publication and citation-based assessment, for a diversity of elements, through the Recognition & Reward project.

My philosophy and experience with students is that they can almost always do incredibly difficult work, but if you ever waste their time with soul-killing meaningless work, you have essentially poisoned the well when it comes to getting them to spend any additional effort on your class.

If we did have that kind of classification, though, even for a subset of countries, I'd be happy to compare all sorts of metrics!

I'm not sure there's a central source of countries that focus on N pubs... a classification of evaluation principles by EU country would be really interesting to have/develop though!

This actually explains my experience over the past year pretty well...
