anyway it turns out that the solution to "how do i make a working bootable windows vhd(x)" is to completely ignore all microsoft tooling for this purpose and just install windows to a fresh vhd file in qemu

i found a blog post say that this happens if you try to install server 2008 to a vhdx file instead of a vhd. this is windows 11 and not server 2008 but it's at least an explanation
