yes and sort of not really. some companies like datapath make PCIe capture cards and gpus designed to work together to minimize latency, they are extremely expensive and also terrible as general-purpose GPUs

some sellers just blatantly lie about it being USB 3, be careful about this. their capture isn't bit-perfect (there will be some minor artifacts on edges) but this is unfortunately common to basically every capture card on the market except very expensive professional PCIe cardsw

a company macrosilicon came up with all-in-one capture card chips a few years ago that are what they're all based on now. the USB 2 ones have a hardware bug that breaks stereo audio, Linux added a workaround but it's still problematic on Windows. the USB 3 ones afaik fixed this issue
