I'm not gonna theorize the what or who or why about a blizzard during the festival, and it might be a huge stretch to assume Sans' Undertale dialogue has anything to do with Deltarune, but just connecting these dots really shows how much of Toby's real world has impacted Deltarune in general.

If the dialogue from Sans isn't just for a gag, I have a strong suspicion now that aside from just fever dreaming his game's ending, Toby's had more significant influence from 2011 overall on Deltarune, so I wouldn't be surprised if something like a blizzard occurred during the festival.

Now, Toby didn't give an exact time of when he was away at college in 2011 when he had his fever dream, but if I had to wager a guess, it was right around the period of the nor'easter.
A festival on Halloween in a New England town would have been hit hard by this crazy blizzard.

Here's some interesting Sans dialogue from Undertale. Perhaps just a throwaway gag with no relation to Deltarune, although hear me out... it seems to be heavily implied that the Festival is taking place on Halloween, judging by the foliage *and* Jackenstein.

I think Toby's done some crafty work in setting up expectations for the vast majority of players (be distrustful of Ralsei, Kris, dunk on Asgore) that way when light is shed on certain things (ch4) it makes people heavily reconsider why they even had these thoughts to begin with, it's genius
