I'm not entirely sure.. I feel like these are both components of it, and maybe different styles and genres weight them differently. I write technical literature okay, I can write to clarify complicated technical concepts for a technical audience

See, the thing here is that changing the house apportionment is 'merely' a law, much like supreme court size. Whereas 3 senators def requires an amendment. I think 3 senators is obviously a better setup, but I very much doubt admt ratification, while forcing thru house size is simple majorities
