ELCC does measure a particular resource's contribution to grid reliability since ELCC is only used in the context of resource adequacy. If you replace one resource with another of the same capacity but a lower ELCC, you lower reliability.
SAIDI is not really a great measure of resource adequacy given the low frequency of supply shortfalls. SAIDI is designed to measure T&D reliability.
ELCC accreditation is probably the best indicator of reliability contributions from different technologies.
