Two conspicuous absences:

1. The word "imminent" appears nowhere. There is thus no justification in the Report for proceeding without prior congressional authorization.

2. No reference to wellbeing/protection of Iranian people.

This letter, by itself, is sufficient evidence to impeach and remove him from the presidency. He is telling Congress that they are irrelevant, that he can initiate a war on his own without legal justification.
